Do Privacy laws protect medical records in traffic court during discover process.?

During discover process before municpal court trial on traffic violation, we provied very private medical history, pschyatiric evaluations and detailed medical testimony explaining patients past panic attacks and medication management as part of pre-trail defense . During discover process, a policeman got access to the medical reports and without authorization or notification to anyone, sent the patients records to the Dept. of Motor Vehices with a request that they consider taking independent action against the motorist and impose an indifinite suspension of liscense, outside of any court sanctioned suspension that might apply if found guilty. This unauthorized police action prevents defending yourself medical issues. If you know your personal infoamtion can be forwarded without authroiztion to any goverment agency with more severe consequences can be taken against you. R there any laws that protect you from police using your records during traffic court discovery anyway they want
