Is it common or even possible for a bullet to fall on the ground and "go off" (i.e. ignite)?

Yes, the ground can hit the primer, the center of the of the bullet, which will be just like a fireing pin hitting it. Then the bullet will not just go strait, but the bullet will explode in all directions because there will be nothing to direct the blast.
